Challenges of Implementing Bilingualism in the Ministry of Foreign Affairs of the Republic of Chad: An Exploratory Study ˆ

Abstract

This study was conducted at the Chadian Ministry of Foreign Affairs and submitted as part of the requirements for the Doctorate in Linguistics. It aimed to examine the status of bilingualism (French–Arabic) within the Ministry of Foreign Affairs of Chad, to identify the challenges facing the implementation of bilingualism across its various departments and divisions, and to analyze the measures taken by the Ministry to ensure its effective application. The study also sought to identify possible solutions to address these problems and challenges.

The significance of the study lies in its effort to find feasible solutions that could help overcome the obstacles hindering the implementation of bilingualism within the Ministry of Foreign Affairs.

The study adopted a descriptive and analytical approach and relied on personal interviews for data collection. Three (3) officials from the Ministry were selected as a sample for the field study.

The main findings of the study are as follows: The lack of qualified bilingual personnel hinders the implementation of bilingualism in the Ministry of Foreign Affairs. And The absence of a clear vision and a well-defined program has delayed the implementation of bilingualism, resulting in a relatively weak level of application within the Ministry. The study recommends appointing bilingual personnel to high-ranking positions both domestically and abroad and adopting strict measures to ensure the effective enforcement of bilingualism.
