Abstract

The administration enjoys in the exercise of its activities several privileges, the most important of which is the privilege of making administrative decisions that are binding and effective against individuals, and which influence their legal centers, and through which the administration can bring about the changes it wants in the legal centers to create, cancel, but the authority granted to the administration is in compromising administrative decisions. Individuality, whether by withdrawal or cancellation, is not absolute, but is subject to a balance between this legality in terms of the administration’s commitment that the decisions issued by it and the collection of its actions be in accordance with the legal rules, between the principle of stability of the rights and legal positions of individuals resulting from the decisions issued by the administration, the law and the judiciary grant them this protection and prevent Management from assaulting or tampering with. The aim of the research lies in that prejudice to the administrative decision, by withdrawing or amending, is dignity, public utilities. The analytical approach and the comparative approach, which is based on investigating the aspects of the topic and reaching the best solutions.
