Public Policy and the Role of Civil Society Organization Formations in Making it (Theoretical Study)

Abstract

This study aimed to clarify the relationship between civil society organizations and policy-making, and to do so it is first necessary to define policy concepts and civil society organizations. Public policies are private Ideas that are transformed into proposals through the participation of a large number of Individuals. If the authorities adopt these Ideas, they are in the interest of public policy; Because civil society organizations are groups of free voluntary organizations that fill the public sphere between the family and the State, in the interests of their members, they include associations, trade unions, political parties and clubs, that is, everything that is not governmental. The definition of this concept allows us to learn about the nature of the emerging relationship between civil society organizations and the policy-making process, and the lasting changes that have taken place.

Defining these concepts paves the way for understanding the dynamic and changing relationship between civil society organizations and the policy-making process. This relationship Is not constant; They are constantly evolved by multiple instruments such as mobilizing public opinion, influencing political parties, providing information, electoral support, protests and strikes, demonstrating and picket, and resorting to the courts. Accordingly, it is clear that civil society organizations play a vital role in shaping and making public policy work.
