مبدأ جودة المرافق العامة – دراسة مقارنة

الملخص

هدفت الدراسة إلى التعرف على بيان المقصود بمبدأ جودة المرافق العامة، وبيان مجالات تطبيق هذا المبدأ، إضافةً إلى بيان المعوقات التي تواجه تطبيقه في المرافق العامة، ولتحقيق هدف الدراسة فقد استخدم الباحث كلًّا من المنهج الوصفي التحليلي للوقوف على حيثيات البحث وبيان جزيئات الموضوع بشكلٍ واضح، والمنهج المقارن لبيان موقف التشريعات من مبدأ جودة المرافق العامة، وقد توصلت الدراسة إلى مجموعة من النتائج، أبرزها يكمن في تطبيق مبدأ الجودة في المرافق العامة، ويحتاج تحسين آليات التكوين والإعداد والتدريب المستمر واختيار قيادات ذات كفاءة وحسن التعامل مع المنتفعين، وتبسيط الإجراءات الإدارية، والتسريع في أداء المعاملات واتخاذ القرارات الإدارية، وأوصت الدراسة بمجموعة من التوصيات، أبرزها استخدام أساليب الإدارة الحديثة لتطوير وتنمية المرفق العام.

Abstract

The study aimed to identify the statement of what is meant by the principle of quality of public utilities, and to indicate the areas of application of this principle, in addition to indicating the obstacles that face its application in public utilities. And the comparative approach to clarify the position of legislation on the principle of quality of public utilities, and the study reached a set of results, the most prominent of which lies in the application of the principle of quality in public utilities, and it requires improving the mechanisms of training, preparation, continuous training, selecting efficient leaders and good dealing with beneficiaries, simplifying administrative procedures, and speeding up In performing transactions and making administrative decisions, the study recommended a set of recommendations, most notably the use of modern management methods to develop and develop the public facility.
