Abstract

The aim of the research is to get acquainted with the reality of strategic planning for human resources and its impact on developing the capabilities of administrative leaders in ministries and government agencies in the State of Kuwait. Kuwait.As for the sample, it consisted of (98) respondents from among the employees who occupy senior positions in the higher administrations in these ministries and agencies. The research concluded that there is a statistically significant impact of strategic planning for human resources in developing the capabilities of administrative leaders in ministries and government agencies in the State of Kuwait. distributing duties to subordinates and coordinating their efforts, as well as contributing to the creation of administrative leaders who are able to carry out the process of modernization and development in various fields of work. The research recommended giving strategic planning to human resources the importance it deserves for its active role in developing the capabilities of administrative leaders in ministries and government agencies in the State of Kuwait, in addition to increasing attention to the human element as an important asset in the ministry.
