    Abstract

    This study deals with the nature of countermeasures in international law, their limits, the conditions that must be taken, and the obligations that must not be affected by them in light of the responsibility of states for internationally illegal acts, in the wake of the tense relationship between Russia and Ukraine, So we explained the nature of the conflict between the two parties, highlighting the dimensions of the conflict and explaining the countermeasures and their conditions in public international law as a case of exemption from international responsibility, using the researcher's historical and analytical method, and the study reached a set of results and recommendations, the most important of which are: Ukraine has the right to take countermeasures against Russia, as it is the aggressor and committing aggressive acts that have resulted in multiple international crimes, foremost of which is the invasion, which is one of the forms of the crime of aggression.
