Abstract

This study aimed to examine the role of modern administrative control, with its five dimensions—strategic control, preventive control, corrective control, predictive control, and technology-based control—in achieving organizational success, represented by its four dimensions: operational efficiency, service quality, beneficiary satisfaction, and financial sustainability, at the Health Insurance Administration in Blue Nile Region, Sudan, during the updated period of 2025–2026. The study adopted a descriptive-analytical, field-based cross-sectional methodology and used a questionnaire to collect data from the study population, which consisted of 1,250 employees and beneficiaries of the Health Insurance Administration. A total of 500 questionnaires were distributed, of which 240 were retrieved. After excluding incomplete questionnaires, the final sample valid for statistical analysis consisted of 215 questionnaires. The updated field results showed that the overall level of application of modern administrative control at the Health Insurance Administration was moderate, with a mean of 3.42, while the level of organizational success was moderately high, with a mean of 3.58. Stepwise multiple regression analysis revealed that the overall model explained 68.2% of the variance in organizational success, with a coefficient of determination (R² = 0.682) and an F-value of 56.47, which was statistically significant at (p < 0.001). Predictive control entered the model first, explaining 41.2% of the variance, followed by technology-based control, with a cumulative coefficient of determination (R² = 0.563), and then strategic control, with a cumulative coefficient of determination (R² = 0.682). The regression coefficients were positive for all variables, indicating a statistically significant positive relationship between the dimensions of modern administrative control and the level of organizational success. The study also found statistically significant differences in the assessment of organizational success attributable to educational qualification, years of experience, and type of job. The study recommended that the Health Insurance Administration adopt predictive control models based on artificial intelligence and data analytics, develop the technological infrastructure for control, and align control systems with the objectives of the National Health Insurance Strategy in Sudan.
